I had roommates at your age too.
I am a really organized type of person. The mess on the floor and dishes in the sink would drive me nuts.
What I used to do was every time there was something left out of place I would put it in a box and put it in his room.
Dirty dishes in the sink? In the box.
Beer bottles not in the trash? In the box.
He didn't like that and eventually started cleaning up after himself. He was either going to clean it directly in the sink or later from the box.
The partying didn't bother me. How could it, I was responsible for most of it.
Sounds like you might be in the same position. Just get some cardboard boxes from the grocery or liquor store and whenever there is **** around, put it in the box and set it in their rooms.
Just say "Here, this is your ****".
