I think it's been painted. Normally, an NA miata's got a black area on the bottom 4 inches of the area between the front and rear tires. The early cars get paint issues, so that may have been why.
You can easily fix the alignment of the headlights to hood. That misalignment is a common problem. Just pop the hood and pull up on the back of the headlight covers until they line up with the hood.
Potentially looks like a decent car. How much?
