A 40 watt (incandescent) bulb ain't that bright to begin with. The only place I use 40's in the house is outside, actually...the decorative lanterns at the front door and alongside the garage.
My lowest wattage indoor bulb (also incandescent) is 60w, but that is in a fixture of three bulbs. Most single bulb fixtures (lamps) are 100w or greater.
I think you need bigger (brighter?) bulbs.
