I am no expert by any means, but my suggestion would be to decriminalize pot and minor possession (which would free up IMMENSE amounts of space in our jails) and then couple that with far harsher sentences for violent crimes.
There is a problem though from what i've read, in that DA's are often reluctant to "over charge" someone because they are less likely to get a conviction when there's a huge mandatory sentence. For this reason they often plea bargain people down just to get convictions.
As long as these people feel harassed though- and they sure as hell do- there will be this kind of enmity.
