Legal, but he did make some mods:
rickhawk00l: On an AR15, and only on an AR the buffer tube is part of the operating system. But you must make it so that a stock cannot be attached. I have cut the lug off the back and plunged the screw hole. You can also attach a cap to the end.

rickhawk001: Yes it will but I found that with the short gas tube I had a lot of rounds fire prematurely and would balloon out at the bottom. This causes a malfunction and is a potentially dangerous situation. The longer tube seems to allow the bolt to travel longer before the weapon springs forward and back into your finger. I have standard tubes on mine and they work fine. If you have trouble let me know I can make a couple suggestions.
