Both states are hemoraging taxpayers right now. Both states have high taxes and strong anti-business laws. Both states face impending financial implosion if they can't convince some new suckers to come in and fund the spending orgy.
Both states wouldn't have to advertise if they cut spending, cut taxes, and reduced onerous regulations.
