Cars traveling different speeds on the same stretch of road is very dangerous. It's called "variance". From a safety standpoint, you're better off having everyone doing the same speed.
IIRC, years ago Louisiana entertained the idea of selling a "permit" to allow people to exceed the speed limit. That way they could make up the difference in the funding they would lose from the federal govt from having a certain percentage of people speeding. The whole thing collapsed due to the "variance" thing...
