IIRC, years ago Louisiana entertained the idea of selling a "permit" to allow people to exceed the speed limit. That way they could make up the difference in the funding they would lose from the federal govt from having a certain percentage of people speeding. This a good point that I forgot to mention. Speed doesn't kill. Delta speed kills.
