In your example, the tourist can't do it legally without a green card, in which case he probably isn't a tourist.
He will have to show some ID (some states require a driver's license, some require a specific firearm's ID card). Assuming he filled out the form properly, he would be denied on the spot. Barring that, the NICS check should come back as denied.
