In my math world, and this assumes the car is relatively fine, no major rust, etc.:
$5000 for the car
-$1000 for the wheels
-$2000 for the motor (with good leakdown #s)
+$1800 for 7x9x16s
+$6500 for a 3.2
Net on a kickass IROC would be $10,300 or so. Throw in some front Carrera calipers/rotors for $450 and you'd have a real car for reasonable money.

Just drive it, as is, after having a proper aircooled 911 mechanic thoroughly check it out and service it. Leave college with as little debt as possible.
