I've found them hiding on the curves just past Lake Cachuma exit and closer to Santa Maria.
In TO, he's usually on the 101 North about 50 yards before the exit to Westlake Bl. It's a decent curve that allows him to pick off people with being see from too far away. Also, he's been in the dip just past Hampshire exit on the 101 north. Also there's an Ventura County sheriff on a motorcycle that hides under the Lindero overpass on the 101 south.
