Note they never said the little guy had more votes when they said he was safe, just that he was safe. Lambert was the prohibitive front runner, and every bookie and "reporter" that follows the show had already crowned him champ.
Therefore there was huge shock value in producing the show as they did. It also served as a wake up call to Lamberts fans, so that a daughtry repeat did not occur.
It was highly unusual to use that format for top 5 at all, i dont recall them ever doing that before. It was all about the ratings.
