That's a wrong assumption and approach, IMHO. If the box was changed out, it is obviously a shipper problem. Things don't get packaged up damaged and then get repacked at the shipper's expense for no reason.
I suppose the shipper must continue the shipment regardless. Not saying anything is probably a company policy to spare the delivery driver the grief. He didn't do it. The claim goes on thru the usual channels.
