It may fit if the tab is bent forward. It interferes with the sheet metal below the bucket otherwise. Another thing (which may not concern you) is that the early VW headlight assemblies (pre- 68) seem to be much heavier (at least relatively so).
I've got a pair of VW assemblies, H4s and a spare fender at home. I'll post pics later.
If you use the European VW fluted lenses you can simply swap the lens' into the H4 assemblies. Otherwise you can use the clear NA lenses with fluted 7" lamps.
