It's the same logic behind spam and direct mail - the up-front costs are zero (or nearly so), meaning that if you can get one idiot in 100,000 to bite, you're coming out way ahead and it's worth it to do.
The only way to get rid of this crap is for either (1) people to collectively get smarter to the point where the available pool of suckers is small enough to no longer make it financially justifiable or (2) for the cost of business to go up (postage, a fee for e-mail, etc.)
Sadly I see #2 as the only likely outcome long-term. People sure aren't getting any brighter as time goes on...
