It's impossible to give you a value without examining the car in detail. There are lots of warning signs on this one.
The owner doesn't know what year car he has.
It has a bad (cheap, poor preparation) repaint, likely in a non-original color.
It's most likely a Euro car, so I'd bet there's a fair bit of rust under the paint.
It has been "updated" and that ususally happens to cars that aren't nice. Long story there.
Quite a few non-original parts, some hack wiring is visible.
The top needs work. Not cheap.
It hasn't run in years; not inexpensive to get back on the road, if done right.
It depends on what you want in the end but, if you want a really nice car, I'd look elsewhere. If you want to drive it as-is, I'd put the value well under $10k, and only after I had done a thorough inspection of the car would I make any kind of offer at all.
