Obama is from the Land of Lincoln, and in the Land of Lincoln if the car doesn't have OBII you don't need to bring it in for pollution testing. Most cars prior to 95 are exempt. A few manufacturers such as Lotus, and Ferrari are exempt beyond 95. You can't get any more liberal with exempting old cars than that.
Move to the Land of Lincoln and Obama.
