I paid $29.99 for this a year ago when operating overseas and it was fair.
The channel selection was poor and lots of third world crap. If you like watching Serbia play Bosnia at soccer or so on might be worth it but otherwise...
We were in the Middle East and trying to find something (anything) that was in English other than frigging CNN. It was better than nothing.
