I'm sure this will work out OK, we'll definitely be thinking of you. I can't imagine how frightening that must have been.
When we had our pool in California the first thing we did was teach my little one to swim without floaties. He was probably about 2 at the time. Once your nephew has recovered get a professional instructor for him as soon as you can. It wasn't the sort of thing you'd want to do yourself and it wasn't much fun for the little one to start with but essential. Kids get to rely on floaties and panic if they fall in without them and start sinking. You can probably find a teacher that will come to his own pool and will teach him not just how to swim but to swim to the steps as a matter of routine.
I know you all have other things on your mind at the moment but I hope it helps in future.
