I got nailed in DC for having no new decal on my VA plates.....minutes after midnight on Jan. 1. I actually had the decals in my glovebox, but it was pouring rain that night and so I had planned to put them on when it dried off. I had been traveling before that, jus got home that day, got my mail and stuck the DMV envelope in my glovebox. When dealing with DC tickets and not a DC resident, it's actually cheaper to just go to DMV, tell them your plates were stolen, pay $10, get new ones and then the DC goons can't track you. I did that a few times.
