The voltages we use for distribution in Texas usually runs 13.8 KV. In upstate NY it was 4160. I would think that burying 4160 wouldn't be too bad for local distribution. 13.8 should start to get expensive. Transmission, no way can you bury it. Even low level local stuff like 69KV has to be handled gingerly when put underground. I cannot imagine burying 500KV, or some of the new crazy stuff like 1.2MV or HVDC
