Take a look at VirtualDub ( http://en.wikipedia.org/wiki/VirtualDub for info). Open Source works on XP not sure about Vista. Pretty simple to use.
Also look at VirtualDubMod ( http://en.wikipedia.org/wiki/VirtualDubMod).
