It does sound like the lizard story all over again.
I think the remedy is the gun nut pays for treatment of the dog and buys a new one if the dog goes to the happy trails in the sky.
The dog's owner bears some responsibility for not restraining their pet (i.e. none of this would have happened).
If the dog was actually in the act of threatening someone (say, it was a pitbull and not a boxer) it's a different story.
