As noted, it depends on the state. Most states offer 'transit tags' for just such a purpose. Some states offer them for you as a resident, others offer them to the buyer from out of state.
I can tell you MA has neither....
I'd call a notary or messenger service either in your home state or the state in which you're purchasing the car.
