Between Chicago and Bloomington (and I make the drive at least once a month) I only have to pass someone on the right about twice a year. Most people move over if you are simply closing on them fast enough. Once in a while I encounter a car full of people having a conversation or someone parked in the left lane talking on their cell phone. If I have to reduce my speed, I count to ten then pass them on the right. Like I said, I only have to do this once or twice a year.
I have noticed the number of left-lane cruisers diminish dramatically around here in the past ten years...
