When the issue of enforcement was brought up the answer is there is just so much inspections the Dept can perform on bottled water. Faucet, water plant, and well drinking water was the priority.

NYC water may win contests but I wouldn't wash my car with it. The system is so over taxed that it's common to see test results with reservoir bugs. If it tastes good you're tasting something.

Different water systems have different quality. My sandbar taps from a 25,000 yr old glacier buried 1,300 below ground. You might find dinosaur piss in it?

Nassau County is a major county on Long Island fed by 25-50' wells. Old info is that 15% have been shut down due to contamination. The curve was rising. Even if the well isn't contaminated there is another in-house reason I wouldn't drink that crap..
of course it tastes fine.
