When I wear polarized sunglasses I see a strong double image of clouds, double images in high contrast colors like yellow center-line tape on a black road, and in high contrast light such as strong sunlight to dark shadows in trees. When I look at car windows with factory tint, I see such a strong dappled effect that I can't even seen inside of the car (and sometimes have difficultly seeing OUT of the car).
Every pair I've ever worn does this - $20 glasses to $160 glasses. So I only wear the ones that aren't polarized.
What the heck am I seeing and am I the only one who sees it?

I see the same thing in tinted car windows (about 98% of them). I assume it has to do with the way the tint works. For some reason, some tint doesn't do it at all.
As for the other symptoms, yes, I assume it has to do with your "weird" vision.

The photograph on the right was taken through polarizing sunglasses and through the rear window of a car. Light from the sky is reflected by the windshield of the other car at an angle, making it mostly horizontally polarized. The rear window is made of tempered glass. Stress in the glass, left from its heat treatment, causes it to alter the polarization of light passing through it, like a wave plate. Without this effect, the sunglasses would block the horizontally polarized light reflected from the other car's window. The stress in the rear window, however, changes some of the horizontally polarized light into vertically polarized light that can pass through the glasses. As a result, the regular pattern of the heat treatment becomes visible.
