We have a similar problem with seagulls landing on the deck at 1 of our restaurants. Around here we take mono filiment (fishing line) and string it across their landing path. For some reason when they see the string they don't land. Try stringing 4-5 strands, 8-10 ft. long, 12 inches apart, from one end of the balcony to the other. Attach each of the ends to a 2 foot length of 1X2 to hold it together and stretch it across. It will look like the strings on a guitar stretched across the top of the balcony. Hopefully they won't want to fly thru this maze and will go somewhere else.
It might work. It does for seagulls, the beach version of The Flying Rat.
