If you have a lowered car and everything else right, yes you can feel it. Same parts on a car that's dialed in correctly will be much easier to drive.

Well well know not good. You just can't put numbers on this stuff, though- it's down to feel. A tuned in driver can feel the difference fairly easily. Unfortunately getting it tuned in in the first place is tricky.
