OK, Here is what I know. Relay XVI (the center relay on the top row) has no effect. I can manually jump the contacts. (30 and 87) and there is no change. The trigger wire for this relay never get power so whatever triggers this relay is not sending a signal. The green wire "looks" fine and I am getting spark which leads me to beleive that it is working since this wire also triggers the coil?

The car tries to start. Fires on a few clynders but just won't catch.
