Last time I was in a California DMV I was helping an elderly friend renew his driving lisence. I must have found every single language for the driver's handbook EXCEPT english! I looked all over the place and couldn't find one. Someone behind the counter had to dig one up. After that, we had a 45 minute wait till he got to the window.
Contrast that with the Arizona motor vehicles which has really streamlined things in the last few years. You can do just about everything online so that far fewer people go down to an office. When I did have to walk in, I was in and out in less than 10 minutes.
