Gerry, the part he is talking about is not called out in the diagram you posted. It's a thin rubber seal that encircles the lock cylinder (#2 in the pic) and mates up against the hole in the door handle to keep water and debris away from the lock cylinder.

Todd, there is no part number and you can't replace them. When new, they are a closed circle but they usually shrink and separate over time. As long as they aren't in tatters you can just clean them up and reuse them.
