Could be any one of several reasons, it's hard to get inside of a dog's brain. Being overly fearful or hostile to anyone when not called for can be a sign of bad breeding, lack of socialization at the crucial (very young) stage of a dog's development or negative experience w/ some particular type of person somewhere along the way. Or all of the above.
Millions of black people are dog owners and or dog lovers so to say that dogs naturally are afraid of black people is ridiculous, but I've heard this. Dogs pick up on their master's cues towards other people but in this case I believe you 100% that it's not the case. My shepherd was color-blind when it came to ethnicity but if he got a vibe from someone, he barked at them and got aggressive. He hated bums/homeless people/beggars with a passion. If someone approached my car at a red light, they usually nearly shat themselves when he popped-up w/ a 90 decibal bark in their face. He also did not like workers at drive-up windows, thought I was giving them over my money or something. Got them mixed-up w/ squeegy beggars, I think.
