Actually, under no conditions should anyone EVER touch someone else's car without the owners explicit permission. This isn't something that should require a posted placard, this should be a basic part of good manners and respect.
Unfortunately, we're often a little short of good manners and respect... I came out of a store a couple of years ago to find a fellow sitting on the fender of Steve's freshly painted 77 911S. With jeans, with rivets...
As far as the "with permission" things go, I've let anybody who asks touch, sit in, etc., every car I've ever owned including the spyder. The spyder is a great hit at shows and everyone wants a picture of them in the car. Ask, and I'll even open the door and take the picture for you!
At one show, a fellow asked me if his friend could touch the spyder. The friend was blind. By all means, friend-I-have-just-met, touch away and "see" how beautiful it is.
