The weren't 'waiting around' for the man. They were still, um, 'devouring and chewing on' the woman.
Dogs will act like wolves, lick the blood off of each other. It was many hours later when the dogs were trapped. It would be unusual if there HAD been blood.
And dogs DO pack in groups without humans around.
There are a number of other official accounts of this incident online. There's been a LOT of investigation. The autopsy proved that the dogs did it.
