The vent is the pipe going to the top of the wastegate. It normally is just open to atmosphere. The pipe on the side is the boost signal. In the photo it does look sort of like the vent is attached to something, but that could just be the angle of the photo. I also think that some boost controllers tap into the wastegate vent, and you may have one of them in there, or the remnants of one.
