If he wants the tip it is to his advantage, but he may want to indicate disdain with it to try and lower the price. Car dealers will spin it however they can to jack the price ("oh, the tip is sooo desirable and hard to find" or "this has a 6-speed...very hard to get").
Looks like a well appointed car. The 30K mile service, if not already performed, will be expensive (probably over $1K). He should factor that into the price and use it during negotiations. And don't let them do the work unless they are a good shop.
The only gotchas I remember reading about with the '96 cars are the steering racks leaking. But a good PPI should turn up any problems.
