It's unclear from the way you've described this scenario if you're assuming these two sightings were of
law enforcement or Port Royal security peeps...
...or possibly
bad guys.
But I assume you thought they were not bad guys or you would've told us you hopped on your cell phone and called it in and directed the good guys to their locations, right?
