This is the exact reason that the "controlled burn" in Yosemite got out of control.
The air pollution control board would not issue the burn permit to the forest service in the winter (when the fire wouldn't have gotten out of control) because of the inversion layers that occur here in the winter.
So that forced them to do a controlled burn in the height of the fire season.
Now the air is 1000X worse than it would have been had the forest service been able to burn the overgrowth when they wanted to.
