You're sure about the $10K? If you could get it done for $5K it would be more palatable. Really have to dig up the front yard and sidewalk? Can they pull a new cable via the old? Even for a new main water supply line they don't dig up the yard. Anything else productive you can do at the same time (maybe need a new supply line)?
Come to think of it, exactly why won't the existing cable be okay? Is simply being 30 years old a valid reason? What about the cable, exactly, doesn't meet code?
Is digging up the yard and everything to lay a new cable (supposedly) the expensive part?
