that the distributor you have in there is dirty inside, and the mechanical advance in the distributor is not working.

take off the vacuum line and plug it for now. Set the timing of the distributor to 5 degrees before TDC. Rev the engine to 6000 rpm and the advance should go to something like 30-35 degrees before TDC.

If it doesn't, something is wrong inside the distributor and you should have it repaired.

When everything's working you should plug that vacuum line in and it should take the idle timing from 5 BTDC to 5ATDC and that's about it.

The car should run fine without the vacuum line. Many people don't even use it.
