Sounds like someone needs to grow up and think about these things a bit.
There are strict standards as to how many lumens are required from both headlamps and taillights. Anything applied to the lenses (film, tint, dirt, snow, etc.) reduces that and directly increases the likelihood of a crash. So if you want to look like a stupid punk kid, go ahead. It's your car. But make sure to post pictures of the ticket when you get one or of the back end of your truck all smashed in when some doofus plows into the back of you.

Good point and yes this application can be taken too far, knowing when is the key thus my headlamps are back to clear. While I have not tested the lumens of my tail lamps I would bet the traffic ticket they pass the test.
As for motorcyle riders, yes they are hard to see and I think orange/yellow reflective vests for all should be required along with helmets, boots, and long sleeves/pants.
