Here, when a vehicle is stopped for any reason, the officer asks to see 1) driver's license, 2) vehicle registration, and 3) proof of insurance.

Registration is what shows whether one is up to date on paying property tax on the vehicle. Some states may not have property tax on vehicles... I don't know. In South Carolina, the stickers seen in the lower corners of the license plate also indicate if the vehicle taxes and fees have been paid:

Proof of insurance shows you have a current insurance policy on the car.

Fines are imposed and possible vehicle impoundment may occur if one's vehicle is not insured.

Speaking of license plates, in SC, we have wayyyy too many "special plates"... it has gotten totally out of hand, IMO... they say it generates revenue, but I don't know... I guess the labor to produce them is relatively cheap (prison inmates), but the design and approval process has gotta be fairly expensive... check these out: SC Department of Motor Vehicles
