There's been something of a crackdown on letter spacing and [
text but thats less to do with eyesight of the police, and everything to do with roadside speed cameras to collect revenue.
I would say however that the ANPR
(auto num plt recog system) fitted to many police cars now is a good idea, it scans passing cars and alerts police automatically to a car not insured on a national insurers database.
Its not foolproof, but picks up cars without, and therefore without RFL & MOT
as these are more likely to be used in other criminal activity (apparently)
