Water cooling the boxer wouldn't be a problem but the added weight and complexity probably wouldn't strike a chord with the GS crowd and they are what is keeping the boxer alive. BMW are never going to develop an engine JUST for the sport/touring line.

That being said I'm not sure why the engine would have to be water cooled for more power. For noise pollution requirements maybe but the question is when (power vise) does oil cooling the engine become heavier/more complex/financially less viable than water cooling it?
