By 13 I suspect most girls have at least talked about sex or started showing curiosity towards it. A few probably have tried it (awkwardly) and a small percentage of those probably have done it enough to the point it's no longer totally weird or hurts or is awkward or are willing to move on to trying the "freaky stuff" mostly out of anger or pent-up hostility towards their upbringing as part of teen angst.
