Isn't fraud a crime? Maybe you just need to figure out which law enforcement agency to call.
Did they ship to you from another state? Now it's mail fraud which is a federal crime.
I think he would be wise to refund the money.
SSI is one of my approved vendors. I have visited John a few times and know the product very well. The numbers stamped on the exchangers are not serial numbers but rather lot numbers. He can tell from those numbers approximately when the exchanger was made.
