Nice. The poppers are neat. You'll find with the hangars that frags usually deflect to the ground. Falling targets are more likely to produce a 'pop-up' and end up down your shirt (ask me how I know). For anything rifle, (other than .22) you need to have the plates hardened. Don't you have a friend with a water-jet cutter?
