That being said some breeders do give lifetime guarantees on their dogs. Kimbertall in Pa does, for example.

Yes, it could be the breeder's fault if the dog has any genetic condition that's been bred into them, either intentionally or not. When you buy from a reputable breeder, you are paying for genetic health as well as temperament, intelligence, etc...
If you don't know anything about the subject, (and you obviously don't), why stick your nose in the discussion?
