Public agencies largely concern themselves with process, not intent or outcome. They want to dot their "i's" and cross their "t's". At the end of the day that's the primary focus.
I wouldn't take it personally, there is just no room for flexibility or innovation in a behemoth state agency. It's all about process and protocol.
